== Authorities on Scope Changes ==
Scopechange creation is a priviledged action and can only be performed with certain user rights. The table below describes the various levels of permissions in descending order.
Permissions are only available during a certain phase (for example, Issuer rights during the Issuing phase) and the phase ends when the status is advanced to the next phase.
